Every fire sprinkler system connected to a municipal water supply in San Diego is required to have a backflow prevention assembly. The purpose is simple: prevent the stagnant, chemically treated, or contaminated water sitting inside your sprinkler piping from flowing backward into the public drinking water supply.

Types of Backflow Preventers Used on Fire Sprinkler Systems
The type of backflow preventer required depends on the hazard classification and the specific configuration of your fire sprinkler connection.
Double check detector assemblies (DCDAs) are the most common backflow preventers on fire sprinkler systems in San Diego. They include two independently operating check valves with a bypass meter that detects unauthorized use or leakage. DCDAs are approved for fire sprinkler connections where the system does not contain chemical additives.
Reduced pressure principle detector assemblies (RPDAs) provide a higher level of protection and are required when the sprinkler system contains chemical additives (antifreeze, corrosion inhibitors) or when the water utility determines that the hazard level warrants the additional protection. RPDAs include a relief valve that opens to discharge water if the pressure differential across the assembly fails, preventing contaminated water from passing through even under fault conditions.
The water utility and the fire department both have a say in which type of assembly is required for your building. Your fire protection design team should coordinate with both agencies during the design phase to ensure the correct assembly is specified.
Annual Testing Requirements
The City of San Diego requires annual testing of all backflow prevention assemblies by a certified backflow tester. This is a separate requirement from your fire protection system testing and is enforced by the Public Utilities Department rather than the fire department.
During the annual test, the certified tester verifies that each check valve is seating properly and holding against backpressure, that the relief valve (on RPDAs) opens at the correct differential, that the bypass meter is functioning and not showing unauthorized flow, and that the assembly is accessible, properly installed, and free of physical damage.
Test results must be submitted to the City of San Diego Public Utilities Department. If the assembly fails testing, it must be repaired and retested. The city tracks testing compliance and will issue notices for overdue or failed tests.
How Backflow Preventers Affect Sprinkler System Performance
Backflow preventers create a pressure loss in the water supply to your sprinkler system. This pressure loss must be accounted for in the sprinkler system hydraulic calculations to ensure that adequate water pressure and flow are available at the most remote sprinkler head during a fire event.
If a backflow preventer is replaced with a different model or type (for example, upgrading from a DCDA to an RPDA), the new assembly may have different pressure loss characteristics. If the pressure loss is too high, the sprinkler system may not perform as designed, which is a code compliance issue on top of the obvious safety concern.
Backflow preventer vaults and enclosures must also remain accessible for testing and maintenance. It is not uncommon for landscaping, paving, or storage to gradually encroach on the assembly location, making it difficult or impossible for the tester to access. The fire marshal and the water utility both check for accessibility during their respective inspections.
Coordination Between Fire Protection and Plumbing
Backflow prevention on fire sprinkler systems sits at the intersection of fire protection and plumbing, and it requires coordination between your fire protection contractor, your plumber (if different), and the certified backflow tester.
When a backflow preventer needs to be taken offline for testing, repair, or replacement, the fire sprinkler system loses its water supply. This is a system impairment that may require notification to the fire department and the fire alarm monitoring company, and potentially a fire watch depending on the duration of the outage.
