These facilities combine industrial brewing and distilling processes with public taproom spaces, creating a fire protection environment that does not fit neatly into a single occupancy classification.
The production side involves heat-generating equipment, flammable materials, grain dust, and chemical storage. The taproom side is an assembly occupancy with high public foot traffic. Many breweries also include commercial kitchens that add another layer of fire code requirements. Mixed Occupancy Classification
Most San Diego breweries operate as mixed-occupancy buildings under the California Fire Code. The production area is typically classified as a Factory (Group F-1 or F-2) occupancy, while the taproom is classified as an Assembly (Group A-2) occupancy. If the facility includes a commercial kitchen, the kitchen area carries its own set of requirements under the assembly classification.
Each occupancy classification triggers different fire protection requirements, and the building must meet the most restrictive requirements where occupancies overlap or are not separated by fire-rated construction. This means a brewery cannot simply apply warehouse fire protection rules to the entire building and ignore the assembly requirements that apply to the taproom, or vice versa.

Fire Hazards in the Production Area
The brewing and distilling process introduces several fire hazards that general commercial buildings do not have.

During milling, conveying, and handling of grain, fine dust particles become airborne and can create an explosive atmosphere if they reach sufficient concentration. The California Fire Code and NFPA 652 (Standard on the Fundamentals of Combustible Dust) require dust hazard assessments for facilities that generate combustible dust. Proper housekeeping, ventilation, and dust collection systems are required to manage this risk.
Boil kettles and heat exchangers generate significant heat during the brewing process. Gas-fired kettles require proper clearance from combustible materials and adequate ventilation to prevent heat buildup.
Chemical storage is common in breweries and distilleries. Cleaning chemicals (caustic soda, peracetic acid, sanitizers) must be stored in approved locations with proper ventilation, secondary containment, and separation from incompatible materials per the California Fire Code.
Distilled spirits are flammable liquids. Distilleries in San Diego that produce, store, or barrel spirits must comply with NFPA 30 (Flammable and Combustible Liquids Code) and the California Fire Code requirements for flammable liquid storage. This includes requirements for approved storage rooms or cabinets, fire-rated separation between barrel storage and occupied areas, fire suppression systems designed for flammable liquid hazards, and proper ventilation to prevent vapor accumulation.
Barrel aging rooms with significant quantities of spirits may require sprinkler systems with design densities that exceed what a standard commercial sprinkler system provides. The sprinkler system design must be matched to the actual hazard, not the general building classification.
Taproom and Kitchen Fire Protection
The taproom portion of a brewery is an assembly occupancy, and it carries all of the fire protection requirements that apply to any bar or restaurant in San Diego. This includes a fire alarm system with manual pull stations and notification appliances, emergency lighting and exit signs along all egress paths, maximum occupancy load postings, and fire extinguishers appropriate for the hazards present.
If the brewery operates a commercial kitchen, the kitchen requires a kitchen hood suppression system and must follow the same hood cleaning schedule as any San Diego restaurant. The suppression system must be integrated with the building’s fire alarm system so that a kitchen fire triggers building-wide notification and automatic gas shutoff.
Fire Department Inspections
The San Diego Fire-Rescue Department inspects breweries and distilleries based on their occupancy classifications. Assembly spaces receive annual inspections at minimum. Production areas with hazardous materials or flammable liquid storage may receive additional attention from the fire prevention bureau.
During inspections, the fire marshal evaluates the fire alarm system, sprinkler systems, suppression equipment, extinguishers, emergency lighting, exit path clearance, chemical storage compliance, and dust management practices.
