The challenge is not just meeting the requirements for each individual occupancy. It is designing fire protection systems that work together across occupancy boundaries, managing the transitions between residential, commercial, and assembly spaces, and maintaining compliance across a building where the fire code requirements on the first floor are fundamentally different from those on the fifth floor.
How Mixed-Use Occupancies Are Classified
The California Building Code addresses mixed-use buildings through two approaches: separated occupancies and nonseparated occupancies.
In a separated occupancy approach, each occupancy type is physically separated from the others by fire-rated construction (fire-rated walls, floors, and fire doors). Each occupancy is then evaluated independently for fire protection requirements based on its own classification. This is the most common approach for San Diego mixed-use buildings because it allows each section to be designed and maintained according to its own code requirements.
In a nonseparated occupancy approach, the entire building is treated as a single occupancy using the most restrictive requirements of all the occupancy types present. This approach is less common in large mixed-use buildings because it imposes the highest-hazard requirements on the entire building, which is typically more expensive and restrictive than the separated approach.

Fire Alarm Systems in Mixed-Use Buildings
Mixed-use buildings typically require a single fire alarm system that serves the entire building, even when the building contains multiple occupancy types. The system must be designed to provide the appropriate detection and notification for each occupancy while functioning as an integrated whole.
Residential floors require smoke detection in every dwelling unit plus common areas. Notification appliances in residential units must be audible in sleeping areas with doors closed, which often requires higher-output devices or devices specifically located within or near bedrooms.
Retail and office floors require detection and notification per the commercial occupancy requirements. Multi-tenant commercial spaces need addressable devices that identify the specific tenant space where an alarm originates.
Assembly spaces (restaurants, fitness centers, event spaces) within the building carry their own notification requirements, which may include voice evacuation depending on the occupant load.
The fire alarm system must coordinate notification across these different occupancy types. A fire on a retail floor may require evacuation of the retail level while residential floors receive a different notification or remain on standby. A fire in a residential unit may require notification only on the fire floor and adjacent floors (similar to high-rise phased evacuation) while commercial floors continue normal operations.
This zoned notification strategy must be programmed into the fire alarm panel and tested during annual fire alarm inspections to verify that each scenario produces the correct response.
Sprinkler and Suppression Systems
Mixed-use buildings in San Diego almost always require automatic fire sprinkler systems throughout the entire building. However, the sprinkler design requirements vary by occupancy.
Residential floors require residential sprinkler heads that are specifically listed for dwelling unit protection. These heads have different activation temperatures and spray characteristics than commercial sprinkler heads.
Commercial floors use standard commercial sprinkler heads designed for the hazard classification of the space (light hazard for offices, ordinary hazard for retail).
Parking garages below the building may require dry pipe or pre-action systems depending on the garage configuration and exposure conditions.
Restaurants and commercial kitchens within the building require kitchen hood suppression systems in addition to the building sprinkler system. These systems must be integrated with the building fire alarm so that suppression activation triggers alarm notification and gas shutoff.
The sprinkler system hydraulic calculations must account for the most demanding scenario across all occupancy types, and the water supply (including fire pump capacity if applicable) must be adequate to serve that demand.
Elevator Recall and Vertical Integration
Mixed-use buildings with elevators that serve multiple occupancy types must have properly programmed elevator recall sequences. Smoke detectors at elevator lobbies on every floor, in the machine room, and in the hoistway must initiate recall to the correct designated floor.
The complexity increases when the elevator serves both residential and commercial floors, or when the building has multiple elevator banks serving different sections of the building. Each elevator bank may have a different recall floor designation, and the fire alarm programming must handle each bank independently.
Inspection and Maintenance Challenges
Maintaining fire protection compliance in a mixed-use building requires coordination across multiple stakeholders. The building owner or management company is typically responsible for the base building fire protection systems, but individual commercial tenants and residential HOAs may have their own responsibilities for devices within their spaces.
Scheduling fire protection testing in a mixed-use building is more complicated than in a single-occupancy building. Fire alarm testing on residential floors must account for occupants who may be sleeping, working from home, or otherwise disturbed by alarm testing. Commercial tenant spaces may have restricted access hours. Restaurant suppression systems need semi-annual service on their own schedule.
